Lebanon’s Cabinet has formally declared that no armed or security activity can take place on Lebanese territory outside the authority of the state.
Prime Minister Nawaf Salam announced the move following a Cabinet session at Baabda Palace, describing recent rocket launches claimed by Hezbollah as a breach of constitutional principles and the government’s stated policy.
The government reaffirmed that decisions of war and peace fall exclusively under state authority. It called for an immediate end to Hezbollah’s military and security operations and urged the group to confine its role strictly to political work within constitutional and legal frameworks.
Security and military agencies have been instructed to take swift action to prevent any rocket launches, drone operations, or other armed activity from Lebanese soil. Authorities were also directed to pursue and arrest those responsible for violations.
In parallel, the Army has been tasked with implementing without delay the February 16, 2026 plan aimed at restricting weapons north of the Litani River, a measure long tied to broader security arrangements in the south.
The Cabinet also addressed the regional dimension of the crisis, urging guarantor states of the ceasefire to secure a firm Israeli commitment to halt attacks on Lebanese territory. Lebanon reiterated its adherence to the cessation of hostilities framework and signaled readiness to resume negotiations under international mediation.
On the humanitarian front, the Ministry of Foreign Affairs was instructed to intensify diplomatic outreach, while the Ministry of Social Affairs was directed to coordinate shelter, food, and essential assistance for displaced families.
